Routine Operational Mutation

A real-world mutation that satisfies all six gates (scoped, receipted, reviewable, reversible, fail-closed, within delegated authority) and is therefore delegated without escalation.

Evidence

Verifiable artifact (receipt, test output, audit record) that proves a capability claim at the grade asserted — not a plan, doc, or description.

Honesty Grades

The capability maturity ladder — Built → Operational → Proven, with Blocked for a capability that regressed — where each grade requires a higher bar of evidence (see Govern: Authority, Honesty & Review); a capability is never claimed at a grade the evidence does not support.

Hermes

Ralph

Portfolio Steward

An Opus-level agent (or the executive) holding portfolio authority: adjudicates cross-boundary questions by ADR and generates governed Work Orders; holds no execution authority.

Capability

A durable public abstraction representing a governed organizational function — not a loop, script, or feature. Capabilities are consumed via the Capability API and graded by evidence.
