The founding document becomes operational when every future actor can use it to decide what to do next.
This manual is written to be executable, not just memorable. A future agent should leave this document knowing the role it is moving, the burden it is removing, the evidence it must produce, and the authority it does not have.
Agents read context, infer intent, and risk optimizing the wrong abstraction.
Agents enter through the operating manual, answer the seven questions, and move only work the constitution allows.
